According to the latest available data from the Census of India, Bihar had a literacy rate of 61.8% in 2011, compared to the national average of 74.04%. In addition, the state has a low Gross Enrolment Ratio (GER) in higher education, which is the ratio of students enrolled in higher education to the total population of the age group 18–23 years. The GER in Bihar is only 16.5%, compared to the national average of 24.5%.
